Summary: To comply with Assembly Bill (AB) 1572 and applicable water efficiency regulations, approximately six acres of non-functional turf at the Warren Facility must be removed or replaced before potable water irrigation restrictions take effect on January 1, 2027. In March 2026, the Districts issued a Request for Qualifications to solicit proposals from qualified landscape architecture firms to design the replacement of non-functional turf with drought-tolerant landscaping and hardscaping features. These proposals were received on April 20, 2026, and staff selected SALT based on their qualifications, project approach, interview, and reference checks. The services will include development of water-efficient replacement landscaping, irrigation design, preparation of construction documents, Model Water Efficient Landscape Ordinance (MWELO) compliance documentation, bidding assistance, and construction administration support. This item is consistent with the Districts’ Guiding Principles to protect financial and facility assets through prudent investment and maintenance programs; and commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).
