Summary: The present Secretary has announced her retirement, and it is recommended that Rechelle Z. Asperin be appointed Secretary to the Boards effective upon the retirement of the current Secretary. To ensure a smooth transition, it is recommended that the Board (1) appoint Ms. Asperin as Acting Secretary to the Board effective July 1, 2026, with full authority and (2) permanently appoint Ms. Asperin as Secretary to the Board effective August 14, 2026. Ms. Asperin has been employed by the Districts since November 2005 and served as Deputy Secretary from August 2007 to August 2017. She currently serves as Secretary to the Chief Engineer, a position she has held since August 2017. The matter was presented to the Personnel Committee, comprised of the Chairpersons of all active Districts, on June 24, 2026, for endorsement of Ms. Asperin’s appointment. Furthermore, it is also recommended that the authority previously delegated to the Deputy Secretary to act for the Secretary in the Secretary's absence be hereby confirmed.
