The Board will not require advance submission of public comments and will provide an opportunity for real-time  
public comment. The Chair may establish reasonable procedures and time limits consistent with the Brown Act  
and Board policies.

If a disruption prevents the District from broadcasting the meeting or receiving public comment through the  
advertised platform, the Board will follow the recommendations of this adopted Board Policy:  
Reasonable Accommodation

interest concerning the Districts.

Summary: Local District expenses represent costs that are the sole responsibility of the individual  
District. Allocated expenses, which are generally distributed twice per year in conjunction with the  
receipt of the District’s service charge revenue, represent the District’s proportionate share of expenses  
made by the Joint Outfall System pursuant to the Joint Outfall Agreement. The Agreement provides for  
the joint administration, technical support and management of the operations, maintenance, and capital  
costs associated with all the shared facilities for all of the signatory Districts, along with the  
methodology for determining the proportionate costs for each District. A variety of financial reports  
providing additional context, including payment registers and previously approved budgets, are available  
on the Districts’ website at lacsd.org/financial-documents. This item is consistent with the Districts’  
Guiding Principle of commitment to fiscal responsibility and prudent financial stewardship.

APPOINTMENT

Summary: The present Secretary has announced her retirement, and it is recommended that Rechelle Z.  
Asperin be appointed Secretary to the Boards effective upon the retirement of the current Secretary. To  
ensure a smooth transition, it is recommended that the Board (1) appoint Ms. Asperin as Acting  
Secretary to the Board effective July 1, 2026, with full authority and (2) permanently appoint Ms.  
Asperin as Secretary to the Board effective August 14, 2026. Ms. Asperin has been employed by the  
Districts since November 2005 and served as Deputy Secretary from August 2007 to August 2017. She  
currently serves as Secretary to the Chief Engineer and General Manager, a position she has held since  
August 2017. The matter was presented to the Personnel Committee, comprised of the Chairpersons of  
all active Districts, on June 24, 2026, for endorsement of Ms. Asperin’s appointment. Furthermore, it is  
also recommended that the authority previously delegated to the Deputy Secretary to act for the  
Secretary in the Secretary's absence be hereby confirmed.  
DISCUSSION ITEM  
5.  
Summary: The Chief Engineer and General Manager will update the Directors on items discussed at the  
June 24, 2026, Personnel Committee meeting.  
ADJOURNMENT  
Adjourn the Board meeting until the Regular Meeting of the Board of Directors on Wednesday, September 9,  
2026, at 1:30 p.m.
