Summary: In 2021, after a competitive selection process, the Board authorized issuance of a purchase order to GSI for technical advisory services for the remediation of petroleum hydrocarbon contamination in the deep soil and groundwater at the Districts’ vacant property adjacent to the Warren Facility.  The contamination is due to historical oil refinery operations at the site, and the remediation will help prepare the site for potential future construction of the Pure Water Southern California project or other redevelopment to support Districts’ operations.  The original purchase order duration was five years, with two 1-year extension options.  Staff recommends issuing a supplemental purchase order to exercise both one-year extension options and to provide additional funds that will allow GSI to provide technical support for the ongoing remediation system expansion and operation and maintenance.  GSI’s proposed cost is consistent with their proposal from 2021, with adjustments for inflation, and staff found it to be reasonable and cost-effective. This item is consistent with the Districts’ Guiding Principle of commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).
