Summary: Link pipe repair sleeves have previously been installed in Joint Outfall System sewer pipes as a repair method for small pipe defects such as minor cracks. Over time, link repair sleeves can be prone to collecting debris and impeding sewer flow. To reduce the risk of spills, the existing link pipe repair sleeves will be removed and replaced with a Ultraviolet (UV) light-cured, resin-impregnated fiberglass liner. Southwest Pipeline and Trenchless Corp. is the lowest responsive and responsible bidder for this work; the bid summary/recommendation to award is attached. This item is consistent with the Districts’ Guiding Principles of commitment to fiscal responsibility and prudent financial stewardship; and commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).
