Summary: In April 2024, subsequent to receipt of competitive bids, the Board approved issuance of a purchase order to the lowest bidder, Lotus Consulting, to provide and install a GC-MS system for the Districts' laboratory. The specifications required the delivery of a GC-MS system by October 2024. Despite multiple revised timelines, Lotus Consulting is unable to deliver a functional system that meets the contract specifications, so staff is recommending that the previously approved purchase order be terminated. As the GC-MS system is still needed for Districts' operations and the previous Request for Bids process only resulted in a single responsive bid, staff directly solicited a quote from another vendor, Custom Solutions, which had previously provided similar equipment to the Districts. Staff has reviewed the quote from Custom Solutions and found it to be cost-effective and appropriate for the proposed equipment. This item is consistent with the Districts' Guiding Principles of commitment to fiscal responsibilities and prudent financial stewardship; and commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).
