Summary: As part of the Project, the contractor was required to install medium-voltage power distribution equipment to feed the new Vacuum Pressure Swing Adsorption (VPSA) units, which separate oxygen from air for the wastewater treatment process. During construction, Districts’ staff determined that, as designed, the power to the VPSA units and auxiliary equipment would be fed from both Switchboards 10 and 14, which cannot be simultaneously shut off without jeopardizing the operation of the A.K. Warren Water Resource Facility (Warren Facility), formerly known as the Joint Water Pollution Control Plant (JWPCP). This power feed configuration does not allow the VPSA units to be de-energized for preventative maintenance activities to be performed safely. The contractor was therefore directed to redesign the power feed configuration for the VPSA units and to procure and install additional electrical equipment as needed to allow the Districts to safely isolate the VPSA equipment for maintenance without placing the operation of the Warren Facility at risk. This item is consistent with the Districts’ Guiding Principles to protect financial and facility assets through prudent investment and maintenance programs; and commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).
