Authorize Solicitation of Proposals and Negotiation with Qualified Contractors for Construction of Joint Outfall A Unit 3C Trunk Sewer Rehabilitation Phase IV (Project)

Summary: The proposed Project will consist of rehabilitation of approximately 8,430 feet of a 66-inch-diameter, corroded, semi-elliptical, clay-tile-lined concrete sewer constructed in 1940. The work is located within the City of Carson and unincorporated Los Angeles County, as shown on the attached map. There are many technical challenges with the Project, including removing unknown quantities of potentially solidified clay-tile debris and maneuvering around numerous congested utilities at the location of the insertion pits required for the slip lining process. Due to the poor condition of the sewer, it is recommended to expedite the repair. Pursuant to the authority previously granted by the Board, competitive proposals will be solicited from a preselected group of contractors to expedite completion of the work. The competitive proposal approach shortens the time for design and construction and assures selection of a well-qualified contractor. Staff has determined that the Project is exempt or otherwise not subject to the provisions of the California Environmental Quality Act (CEQA) pursuant to California Public Resources Code Section 21080(b)(4) and Title 14 of the California Code of Regulations (“CEQA Guidelines”) Section 15301. This item is consistent with the Districts’ Guiding Principles to protect financial and facility assets through prudent investment and maintenance programs; and commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).
