Summary: The proposed Project will include the construction of approximately 1,200 feet of secant and cement/soil piles to be installed below the existing middle section of the retaining wall at the Valencia Water Reclamation Plant (WRP) to protect against scour and lateral spreading. Studies conducted in 2016 and 2017 determined that the middle section of the retaining wall at the Valencia WRP is susceptible to significant damage by scour in the event of flooding of the Santa Clara River. In addition, the studies determined that the middle section of the wall is subject to lateral spreading in the event of a major earthquake. The installation of secant and cement/soil piles will protect the Valencia WRP from these potential hazards. To comply with the California Environmental Quality Act, the Board approved an Environmental Impact Report for the Project on June 16, 2025. This item is consistent with the Districts’ Guiding Principles to provide reliable and responsible services with safety first; to maximize use of our assets and resources (recycled water, recyclables, and energy); and commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).
