Approve and Order Executed Professional Services Agreement with Salt Landscape Architects (SALT) in Amount Not to Exceed $187,000 for Landscape Architectural Design Services for AB 1572 Compliance Project at A.K. Warren Water Resource Facility (Warren Facility)

Summary: To comply with Assembly Bill (AB) 1572, approximately six acres of non-functional turf at the Warren Facility must be removed or replaced before potable water irrigation restrictions take effect on January 1, 2027. In March 2026, the Districts issued a Request for Qualifications for landscape architectural design services. Five firms submitted Statements of Qualifications, and SALT was determined to be the most qualified firm based on its qualifications, project approach, interview, and reference checks. Following the selection, Districts staff negotiated a Professional Services Agreement with SALT for $186,655. To maintain the project schedule during the Board's August recess, the agreement was executed in accordance with the Districts’ Purchasing Policy and is being presented to the Board for approval. The services include landscape and irrigation design, preparation of construction documents, and construction management support. This item is consistent with the Districts’ Guiding Principles to protect financial and facility assets through prudent investment and maintenance programs; and the commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost-effectiveness).
