body
Summary: Medium and large diameter flow monitoring services for the Joint Outfall System and in the Santa Clarita Valley are necessary to better define sewer flow dynamics, determine system capacity during both wet and dry weather conditions, and support operational decisions at various wastewater treatment plants. In 2023, subsequent to a Request for Proposals, the Board authorized issuance of a purchase order to ADS, who submitted the lowest cost proposal to conduct flow monitoring services in compliance with the Districts’ specifications over a 3-year period. The Request for Proposal included an option for one, 3-year extension. ADS has installed their own flow monitoring equipment and has provided reliable flow monitoring services and quality flow data for the past three years, and staff recommends extending their services for another three years. Staff has determined that the activities described herein are exempt or otherwise not subject to the provisions of the California Environmental Quality Act (CEQA) pursuant to Title 14 of the California Code of Regulations (“CEQA Guidelines”) Section 15301. This item is consistent with the Districts’ Guiding Principles of commitment to continual improvement; and commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).
