Summary:The Districts and Los Angeles County (County) continue to conduct the HHW/E-Waste Collection Program under the terms of the Household Hazardous Waste/Electronic Waste Collection Agreement (Agreement) previously approved by the Board. Pursuant to the Agreement, the Districts is responsible for procurement and management of event advertising services, and all costs for these services are reimbursed by the County. A Request for Proposals was sent to nine firms for event outreach services, and three responded. Del Sol was the highest-ranked firm, and in May 2026, the Board authorized issuance of a purchase order to Del Sol. However, before the purchase order was issued, Del Sol notified the Districts that it could not perform the required scope of work under its original proposal. Therefore, staff recommends rescinding the award to Del Sol and instead issuing a purchase order to the next highest-ranked, responsive proposer, VMA. VMA’s proposed cost appears cost-effective and is lower than the cost of the previous purchase order amount for two years of HHW/E-Waste outreach services. This item is consistent with the Districts’ Guiding Principle of commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).
