Summary: During storms in February 2024 and December 2025, the Districts experienced several pressure cover failures on the Joint Outfall A and Joint Outfall B sewers due to high pressures from stormwater inflow. As a result, the Districts modified the 36-inch pressure cover design standard and plan to replace pressure covers that show signs of corrosion at their attachment points. To prepare for the upcoming 2026-27 wet weather season, 20 pressure covers are requested to be ordered and kept in stock. The sole-source procurement of these covers is necessary because LBIW is the only local vendor supplying pressure covers and the only vendor capable of supplying the modified design in time to be installed for the 2026-27 wet season. This item is consistent with the Districts’ Guiding Principles of commitment to fiscal responsibility and prudent financial stewardship; and commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).
