Summary: In 2024, following a competitive selection process, the Districts entered into agreements with USA Waste of California, Inc., (WM) for waste disposal at El Sobrante and Simi Valley Landfills and with CLD and Ecology for the transportation of waste. The disposal and transportation services commenced on July 1, 2025, for an initial duration of five years. Due to an ongoing contractual dispute with WM and their demand that the Districts immediately cease delivering residual waste generated by the leased recyclables sorting line at the PHMRF, staff evaluated disposal and transportation rates for all landfills within a 200-mile radius of the PHMRF that had available capacity. Based on this analysis, Salton City Landfill in Imperial County, which is operated by Burrtec, was identified as the most cost-effective, short-term disposal alternative for the residual waste. To ensure uninterrupted disposal capacity, a purchase order was issued to Burrtec for up to 60,000 tons of disposal capacity at a disposal rate of $30.50 per ton. Staff recommends amending the transportation agreements with CLD and Ecology to include the additional landfill destination and associated transportation rates.
