Summary: On March 28, 2026, the Valencia WRP experienced an electrical system failure that damaged the variable frequency drives (VFDs) integral to the turbo blowers supplying process air for biological treatment. Although the damaged drives were replaced to restore blower functionality, the existing turbo blowers at the Valencia and other WRPs remain susceptible to electrical damage during re-energization after a power outage. Neuros recommended that the existing turbo blowers at the Valencia, Palmdale, Pomona, and Los Coyotes WRPs, 19 in total, be retrofitted with upgraded harmonic filters to prevent similar electrical system failures from happening again. Retrofitting the existing blowers will protect critical equipment needed for plant operation and regulatory compliance. It is the recommended engineering solution from Neuros, the original turbo blower manufacturer, to meet their current manufacturing design standards and improve equipment reliability. This item is consistent with the Districts’ Guiding Principles to protect financial and facility assets through prudent investment and maintenance programs; and commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).
