Approve and Order Executed License Agreement (Agreement) with Los Angeles County Metropolitan Transportation Authority (Metro) for Districts’ Property Adjacent to A.K. Warren Water Resource Facility (Warren Facility)

Summary: The Districts own approximately 15 acres of property adjacent to the Warren Facility that was previously leased to a plant nursery business. The property serves as a buffer for Warren Facility operations, and the Districts do not have an immediate need for the property. Metro is planning to acquire approximately 2,000 buses to provide service during the 2028 Summer Olympics and Paralympics (Games) and is seeking vacant land at strategic locations to store the buses as they are acquired prior to the Games, and to park the buses during the Games. The proposed Agreement permits Metro to store up to approximately 300 buses on the property starting January 1, 2027, until the Games commence and to park and maintain the buses during the Games. Staff have determined that approval of the Agreement is exempt or otherwise not subject to the provisions of the California Environmental Quality Act pursuant to California Public Resources Code Section 21080(b)(7). As fee title holder of the property, District No. 8 must approve the Agreement, and District No. 2, as the administrative district, must approve the action by District No. 8. This item is consistent with the Districts’ Guiding Principle to maximize use of our assets and resources (recycled water, recyclables, and energy).
