Summary: In 2022, as part of investigations related to nitrogen management and potential water recycling, the Warren Facility converted one of its High Purity Oxygen Activated Sludge biological reactors to a High Purity Oxygen Ludzack-Ettinger (HPOLE) configuration for nitrogen removal. Testing demonstrated that the HPOLE process can provide significant nitrogen removal; however, the treatment capacity of reactors operating in the HPOLE configuration must be derated by 60 percent due, in part, to sludge settling and associated clarifier performance limitations. WWW has a patented InDENSE hydrocyclone technology that separates and retains the heavier, better-settling solids while wasting lighter, poorer-settling solids. Improved sludge settling is expected to support more stable clarifier operation, increased treatment capacity of HPOLE reactors and improved wet-weather resiliency of the biological process. Staff has determined that the project is exempt or otherwise not subject to the provisions of the California Environmental Quality Act (CEQA) pursuant to California Public Resource Code Section 21084 and Title 14 of the California Code of Regulations (“CEQA Guidelines”) Sections 15301 and 15302. This item is consistent with the Districts’ Guiding Principles of commitment to continual improvement; and commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).
