Summary: The Project will consist of upgrades and modifications to the Puente Hills Materials Recovery Facility stormwater capture system to enhance performance and reduce the frequency of stormwater sampling. The work will include replacing and upsizing the existing stormwater pump at Drainage Area 3, installation of approximately 1,270 linear feet of 12-inch-diameter polyvinyl chloride (PVC) pipe and replacing 170 linear feet of 10-inch-diameter PVC pipe. The bid summary/recommendation to award is attached. Staff has determined that the Project is exempt or otherwise not subject to the provisions of the California Environmental Quality Act (CEQA) pursuant to Title 14 of the California Code of Regulations (“CEQA Guidelines”) Sections 15301, 15302, 15303, and 15304. This item is consistent with the Districts’ Guiding Principles to protect financial and facility assets through prudent investment and maintenance programs; and commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).

The bid of ARC Ventures was the lowest bid received and that ARC Ventures was the lowest, regular, responsible bidder for the work, and staff recommends to award a contract to ARC Ventures at the unit prices and lump sums stated in its bid amounting to approximately $598,447. Furthermore, staff recommends to order staff to review the insurance and surety bonds for performance and payment and, if sufficient, order the Secretary to execute the contract with ARC Ventures for construction of the Project.
