Summary: The TEF water treatment system at the Warren Facility produces high-quality water used for critical processes, including compliance-based oxides of nitrogen (NOx) emissions control for gas turbines. A key component of the water treatment system is an ion-exchange water softener. The water softener includes a 40-year-old brine tank, constructed of reinforced concrete, that stores a salt solution used to regenerate the ion exchange resin. The concrete walls have significantly deteriorated due to corrosion and cracking. This project entails rehabilitating the concrete structure and installing a polyvinyl chloride liner to protect the interior concrete walls from brine-related deterioration, ensuring the long-term reliable operation of the water treatment system and compliance with the Warren Facility’s South Coast Air Quality Management District air emissions permit. Pursuant to authority previously granted by the Board, the project will be completed utilizing the Job Order Contracting Program which relies on pre-established, competitively-bid construction tasks that will accelerate project delivery and reduce administration and design costs. Staff has determined that the activities described are not subject to the provisions of California Environmental Quality Act (CEQA). The activities described herein do not constitute a “Project” as that term is defined in California Public Resources Code Section 21065 and Title 14 of the California Code of Regulations (“CEQA Guidelines”) Section 15378. This item is consistent with the Districts’ Guiding Principles to protect financial and facility assets through prudent investment and maintenance programs; and commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).
