Summary: Annually, the Districts reviews approximately 350 miles of CCTV inspections of its sewers for condition assessment and to prioritize sewer rehabilitation capital improvements. In June 2025, the Districts’ video inspection processing work was consolidated under the WinCan software suite to increase efficiency by eliminating the need to convert and transfer videos from one format and platform to another. Over the past year, WinCan has consistently provided high-quality support services and has demonstrated a strong understanding of the Districts’ CCTV inspection program requirements. Their performance has been instrumental in reducing the backlog of sewer video inspection reviews. In addition to their technical capabilities, WinCan has been responsive, reliable, and collaborative in addressing project needs and operational challenges. Districts’ staff has been satisfied with WinCan’s overall performance and recommends approval of this sole-source purchase order for another year’s worth of CCTV software and inspection support services to ensure continuity of services, maintain progress in inspection review efforts, and provide essential support for the Districts’ sewer condition assessment and capital improvement programs. This item is consistent with the Districts’ Guiding Principles to protect financial and facility assets through prudent investment and maintenance programs; and commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).
