Summary: The Secondary Influent Pump Station (SIPS) is a critical pump station that utilizes five engine-driven pumps to convey primary effluent from the Primary Treatment process to the Secondary Treatment process. In September 2022, SIPS Pump No. 3 failed due to a broken shaft. The failed pump was subsequently replaced with one of two new pumps procured in 2023. To maintain the reliability of the pump station and reduce the risk of future failures, it is recommended that the remaining four pumps, including SIPS Pump No. 2, be replaced on a phased basis with new or rehabilitated pumps. As the next phase of the rehabilitation program, staff recommends that Flowserve remove the existing pump at SIPS Pump No. 2 and install the remaining new replacement pump. The other three pumps will be replaced with rehabilitated pumps in future phases to ensure the continued reliable operation of the SIPS, which is essential for conveying primary effluent to the secondary treatment process and maintaining compliance with the Warren Facility's effluent discharge permit limits. Flowserve is the original equipment manufacturer and the sole authorized service provider for these pumps. This recommendation is consistent with the Districts' Guiding Principles to protect financial and facility assets through prudent investment and maintenance programs; and commitment to operational excellence (protection of public health and the environment, regulatory compliance, and cost effectiveness).
